Precinct Role Descriptions

Precinct Chair (2 year term)

Role:

This role is the operational lead for the precinct and will interact with other members of the county party including the County Party Secretary and the Legislative District Chair. The Precinct Chair will assist the county party in mobilizing the members of their precinct to assist with county party initiatives. The Chair is also a member of the County Central Committee which acts as the legislative branch of the county party.

 

Responsibilities:

  • Work with Legislative District Chair to plan and run neighborhood caucus night.
    • Once per term.
  • Attend and vote at all County Central Committee meetings. This includes reviewing and voting on amendments to the county party constitution, bylaws, and platform.
    • Meetings held quarterly.
  • Organize and lead party initiatives and efforts in your precinct.
    • Ongoing time commitment based on County Party initiatives.
  • Recruit new members to the party within your precinct.
  • Communicate with precinct members, delegates, legislative district leaders and county party secretary.
  • Promote and support party candidates in the general election.
    • Once per term.
  • Maintain a roster of members of the precinct as well as delegates with the help of the legislative district chair and county party secretary.

Precinct Vice Chair (2 year term)

Role:

This role assists the Precinct Chair in the operations of the precinct. The Precinct Vice Chair will assist the county party in mobilizing the members of their precinct to assist with county party initiatives. The Vice Chair is also a member of the County Central Committee which acts as the legislative branch of the county party.

 

Responsibilities:

  • Assist the Precinct Chair in their duties where applicable.

  • Assist Precinct Chair to plan and run neighborhood caucus night.
    • Once per term.
  • Attend and vote at all County Central Committee meetings. This includes reviewing and voting on amendments to the county party constitution, bylaws, and platform.
    • Meetings held quarterly.
  • Assume the responsibilities of the Precinct Chair during absence or vacancy in office.
  • Assume the responsibilities of the Precinct Treasurer if one is not elected at Caucus.

 

Precinct Secretary (2 year term)

Role:

This role assists the Precinct Chair and Vice Chair in the operations of the precinct. The Precinct Secretary will assist in maintaining an accurate roster of the members in the precinct and their contact information.

 

Responsibilities:

  • Assist the Precinct Chair and Vice Chair in their duties where applicable.
    • Ongoing
  • Assist Precinct Chair to plan and run neighborhood caucus night.
    • Once per term.
  • Assist Chair in maintaing a roster of members of the precinct as well as delegates with the help of the legislative district chair and county party secretary.
  • Assume the responsibilities of the Precinct Vice Chair during absence or vacancy in office.
  • Assume the responsibilities of the Precinct Treasurer if one is not elected at Caucus.

 

Precinct Treasurer (2 year term)

Role:

This role assists the Precinct Chair and Vice Chair in the operations of the precinct. The Precinct Treasurer manages any donations collected at a precinct level and is charged with delivering the funds to the County Party Treasurer.

 

Responsibilities:

  • Assist Precinct Chair to plan and run neighborhood caucus night.
    • Once per term.
  • Manage donations collected during Caucus and turn them into the County Party Treasurer.
    • Once per term.
  • Assist the Precinct Chair and Vice Chair in their duties where applicable.
    • Ongoing
  • Assume the responsibilities of the Precinct Secretary during absence or vacancy in office.

 

County Delegate (2 year term)

Role:

This role is the primary link between precinct members and the candidates for County and State public office. It is important that County Delegates take precinct member’s concerns into account when choosing the best candidate for their precinct at County Conventions. The delegate is the precinct’s only representation at convention.

 

Responsibilities:

  • Review and vet candidates for the public offices listed below. Candidates should promote the County Party’s platform principles as well as address any concerns the members of your precinct have.
    • Annual time commitment required. This will include attending multiple meet the candidate events and meeting with the members of your precinct to get a list of concerns to bring up to the candidates.
    • This role vets and votes on:
      • State Representatives
      • State Senators
      • County Commissioners
      • County Attorney
      • County Clerk
      • County Auditor
      • County Sheriff
      • County Assessor
      • County Surveyor
      • County Treasurer
      • County Recorder
      • County School Board
      • County Party Chair
      • County Party Vice Chair
      • County Party Secretary
      • County Party Treasurer
      • State Central Committee Members

State Delegate (2 year term)

Role:

This role is the primary link between precinct members and the candidates for Federal public office. It is important that County Delegates take precinct member’s concerns into account when choosing the best candidate for their precinct at State Conventions. The delegate is the precinct’s only representation at convention.

 

Responsibilities:

  • Review and vet candidates for the public offices listed below. Candidates should promote the State Party’s platform principles as well as address any concerns the members of your precinct have.

Glossary

  • County Central Committee
    • The County Central Committee is the legislative branch of the County Party and is made up of the Precinct Chairs and Vice Chairs as well as the members of the Executive Committee. This committee meets quarterly and will vote on changes to the governing documents as well as approve budgets for the Party. They are also responsible for filling vacancies in Party leadership.
  • State Central Committee
    • The State Central Committee is the legislative branch of the State Party and is mad up of elected representative from each county in the state. Davis County gets 14 total seats on this committee however this number is dependent on the number of Republican voters in each county. The 14 seats are filled at a County Organizing Convention that is held every odd numbered year. County Delegates vote to fill these seats.
  • County Convention
    • There is one County Convention held each year.
    • In even numbered years a Nominating Convention is held that allows for the County Delegates to vote on candidates running for County and State Legislative Branch public office. The candidates that win at convention are given the Republican Party nomination on the ballot in the general election. If candidate does not receive a majority percentage of the votes at convention, the top two candidates will go to a primary that is then voted on by voters in the primary election.
    • In odd numbered years an Organizing Convention is held. This convention allows for County Delegates to vote on candidates running for County Party Leadership and State Central Committee Members.
  • State Convention
    • There is one State Convention held each year.
    • In even numbered years a Nominating Convention is held that allows for the State Delegates to vote on candidates running for State Executive Branch and Federal public office. The candidates that win at convention are given the Republican Party nomination on the ballot in the general election. If candidate does not receive a majority percentage of the votes at convention, the top two candidates will go to a primary that is then voted on by voters in the primary election.
    • In odd numbered years an Organizing Convention is held. This convention allows for State Delegates to vote on candidates running for State Party Leadership and State Electors for the National Committee.
  • Caucus
    • Caucus is held in even numbered years.
    • At Caucus members of each precinct will meet and elect their precinct leadership, County Delegates and State Delegates.
    • This is the place where each individual party member is the closest to their representation. This is because you are electing the people in your neighborhood that will question and vet candidates to find out who will best represent you.
  • Executive Committee
    • The Executive Committee is made up of the 4 party officers and the Legislative and Senate District Chairs and Vice Chairs.
    • This committee is the operational wing of the party. They plan, organize, and execute events, conventions, and other initiatives the party participates in.
    • Members of this committee are elected at Organizing Convention by County Delegates.
  • Legislative District Chair/Vice Chair
    • The Legislative District Chair is elected at Organizing Convention and is responsible for planning and organizing caucus and maintaining an accurate roster of the people in their district.
    • The Precinct Chairs report to the Legislative District Chair.
    • The Legislative District Vice Chair assists the Chair in their duties and is also a member of the Executive Committee.
  • Senate District Chair/Vice Chair
    • The Senate District Chair is elected at Organizing Convention and is responsible for planning and organizing events to raise funds for the party.
    • The Senate District Vice Chair assists the Chair in their duties and is also a member of the Executive Committee.
