Scott Parke

I’m Scott Parke, a CPA with over 20 years of experience in government finance, including 10 years at the State Auditor’s Office and 11 years as Comptroller for Weber County. During my time in Weber County, I helped save taxpayers over $15 million by reforming retiree benefits, cutting unnecessary spending, and eliminating debt. I’m running for Davis County Controller because I want to bring that same conservative, results-driven leadership to my home county. If elected, I’ll work closely with commissioners to deliver balanced, fiscally responsible budgets, promote transparency so taxpayers know exactly how their money is being spent, and advocate in the Legislature for property tax reform—including a cap on annual property tax increases without voter approval.

With the resignation of Davis County Controller, Curtis Koch, the responsibility now rests with you the Republican County Delegates to nominate the right person to fill this critical elected position. I, Blake Woodall, am honored to announce my candidacy to serve as Davis County’s next Controller and seek your support and vote during the upcoming election process. This is an elected position, and it requires someone who can hit the ground running, and I am ready to do exactly that.

With over 20 – years of experience in accounting and audit, including public accounting, working in the private sector with large corporations, and over eight years of service within the Davis County Controller’s Office. I understand Davis County finances better than any other candidate in the race.

I have worked with every county department, building strong professional relationships and offering proven recommendations to improve financial controls, processes, and accountability. I have served as the County’s sole Internal Auditor, identifying areas for improvement, and delivering actionable recommendations that have strengthened operations throughout the County. I’ve proudly worked with and alongside Davis County’s award-winning accounting team and am grateful to be part of the Controller’s Office.

There are five core components to the Controller’s role and responsibilities:

1.      General Accounting Oversight: including the general ledger and preparation of the annual financial statements

2.      Internal Audit: evaluating internal controls, performance of various audits, and providing assurance and consulting services

3.      Budget Officer: responsible for preparation of the tentative/final budget, provide budget recommendations and analysis to the Commission/Department Leadership

4.      Tax Administration: assist the citizens with tax abatements and relief programs, land sales as needed, and preparation of and dissemination of property value notices

5.      Purchasing Agent for the County

During my career I have experience working across these pillars with the exception of Tax Administration, however I have a good working relationship with that office and respect the work they perform.

When fraud, waste, or potential abuse has emerged, I’ve taken action to protect your tax dollars. I’ve done the work, earned the trust of various departments, and proven my commitment to efficiency, integrity, and transparency.

Davis County needs someone ready on day one, not someone who needs months of learning. I have built strong relationships with the accounting team. We work well together now and can continue our work seamlessly with no disruption.

Most importantly, I answer to you – the Taxpayer. I bring no political baggage, no personal agenda, and no alliances beyond my duty to serve Davis County Citizens with fidelity, transparency, and conservative financial stewardship. I respectfully ask for your support and your vote.
